Sitting at the heart of İstiklal Street near Galatasaray Square, the historic Çiçek Pasajı is a 19th-century arcade packed with tavernas and fish restaurants under one ornate roof. Busy, loud and touristy at times, but still an essential stop for a crash course in Istanbul's meyhane culture.
